高新双语岛丨The Government Service System Is Continuously Optimized

青岛高新区聚焦政务服务体系建设，以群众和企业满意为导向，全力解决企业、群众在办事过程中的难点、痛点和堵点。对企业和个体户刻章实行全免费，在全市率先实现市场主体全覆盖“零成本”开办；立足企业需求，在全市率先实现外资企业登记“掌上办”；推进电子证照推广应用改革，实现电子营业执照、施工许可电子证照等4类电子证照的核发；设立6家产业载体政务服务帮办中心，打造“10分钟政务服务圈”。此外，青岛高新区还相继推出“无感审批”“一业一证”改革等数字化服务举措，打造便捷、舒心的营商环境。

Focusing on the construction of government service system, Qingdao High-tech Zone is aiming at the satisfaction of the masses and enterprises, and making every effort to solve the difficulties, pain points and blockage points of government services. With the implementation of free seal service for enterprises and individual households, the zone is the first in the city to achieve full coverage of market entities to start at no expense. Based on the needs of enterprises, the zone is the first in the city to achieve the registration of foreign-funded enterprises with mobile public service. Focusing on the reform of electronic license promotion and application, the zone has realized the issuance of 4 types of electronic licenses, such as electronic business license and electronic construction permit. In order to build a “10-minute government service circle”, the zone has set up 6 government service centers in industrial carriers. In addition, the zone has also launched digital services such as “Senseless Approval” and “one integrated license”reform, to create a convenient and comfortable business environment.
