高新双语岛丨Improving Environment for High-Quality Industrial-Develop

青岛高新区围绕服务企业、项目建设、创新创业全生命周期的审批环节和流程节点，共梳理对企服务难点22个，倒推解决企业服务堵点20个，并出台重点项目“服务企业大篷车”等23项惠企政策和服务举措。持续加大金融赋能企业发展力度，累计向70余家科技型小微企业提供贷款授信超2.7亿元；建设政府投资基金矩阵，设立政府投资母基金3支、规模23亿元，参股子基金20支、规模70亿元。接下来，青岛高新区将继续以推动制造业转型发展为抓手，强化要素保障，推动制造业实现高质量发展。

Focusing on whole-process approval links and nodes of enterprise service, project construction, and innovation & entrepreneurship, Qingdao High-Tech Zone has sorted out 22 difficulties, cleared 20 blockages, and introduced 23 policies and initiatives for enterprises, including “enterprise service package” for key projects. The zone continuously increases financial supports for enterprises, and has provided loans of 270 million yuan to more than 70 technology-based small and micro enterprises. It has built a matrix of government investment funds, established three government investment mother funds with a scale of 2.3 billion yuan, and participated in 20 sub-funds with a scale of 7 billion yuan. Next, the zone will keep promoting the transformation and development of manufacturing industry, and strengthening supports to promote the high-quality development of manufacturing industry.
