作为青岛市标杆孵化器，青岛市工业技术研究院紧跟时代发展趋势，融入青岛市科技工作布局，立足自身特色构建符合企业生命周期的“梯级培育”体系。从初创扶持到精准培育，再到推动企业发展壮大，顺应科技企业成长规律，针对不同发展阶段的企业精准施策，按照“科小—高企—高企上市”的路径，为企业清楚勾画入园以后各个阶段的高质量发展蓝图，打造出独具特色的科技服务“工研院模式”。累计培育科技型中小企业超过100家，高新技术企业80余家，拟上市企业7家，打造“环环相扣 层层提升”的培育模式，帮助科技型初创企业实现发展“三级跳”。

As a benchmark incubator of Qingdao City, Qingdao Industrial Technology Research Institute (QITRI) follows the trend of the times, integrates its work into the layout of Qingdao’s science and technology development, and builds a “stepped-cultivation” system in line with the life cycle of enterprises. From start-up support to precise cultivation, and to promoting the growth of enterprises, it follows the growth law of sci-tech enterprises, provides targeted measures for enterprises in different stages, and clearly outlines the high-quality development blueprint of enterprises along the path of “technology-based SME, high-tech enterprise and listing of high-tech enterprise”, building a unique “QITRI mode” for enterprise service. So far, it has incubated more than 100 technology-based SMEs, more than 80 high-tech enterprises and 7 enterprises to be listed, creating an incubation mode of “closely linking every stages and developing step by step”, and helping technology-based start-ups achieve a “triple jump” in development.
